We did the wild horse tour yesterday and here are my thoughts. We brought our 2 small children and went on a 3 hour tour of the ranch and spent maybe 15 minutes with/in the horse herds. The rest of the time was spent getting a history lesson on the Indians. FYI

One of the biggest questions that comes up about the sanctuary is if it%26#39;s worth the (high) cost of admission. Was it worth it? It doesn%26#39;t sound like it from your post.

I%26#39;ve been to the wild horse sanctuary twice and I would say it%26#39;s definitely worth the price. I know they have different people doing the tours and the results would therefore be a little different with each one, but both times we went we found the guides to be extremely knowledgeable and thorough. While the horses are (of course) the main thing people want to see there, there are lots of other stops to get off the bus and enjoy the views, see other kinds of wildlife, explore the petroglyphs (sp??), see the area where the Sun Dance is held, etc. Also, an awful lot of movies/TV shows have been filmed on parts of the sanctuary and seeing some of these areas was quite interesting, too.
The first time we went, we saw lots of horses, not very close, but the second time, the guide (Barb) offered lots of opportunities to get off the bus and get quite close to them (beautiful animals!)
I guess it depends on where your interests lie, but I would presume that a trip to the Black Hills indicates an interest in Indian culture, and some of the history of the land, so it seems like some of the rest of the tour would have held your interest as well.
I%26#39;m with Cape on this one. I have recommended the Sanctuary many times, as we had an experience like Cape%26#39;s when we visited. I am sure the guides really make the tours, and ours not only gave us time with the horses, but also explained the area and the petroglyphs. It is a pricey tour, but we found it worth it. Chitown, I%26#39;m sorry your experience was not good. It really is a worthwhile venture with the right tour guide.
