According to the people at the K Bar S Lodge where we are staying this year you should take the Iron Mountain Road 16A out of Keystone and head to Custer State park where you take the Needles Highway which is part of the Peter Norbeck Scenic hwy. This road will take you by Crazy Horse and back to Keystone. This is called the northern loop road There is also a 17 mile or so wildlife loop road which you can take in Custer State Park. This is called the southern loop road. Hope this helps. We will be there in late May and I will post when we return and let you know about our experiences. Custer State park is known for tunnels, cut backs and all sorts of wildlife.
